党的十八大以来,京津冀协同发展重大国家战略取得显著成效,京津冀区域整体实力得到提升,协同创新和产业协作深度融合,生态环境得到有效改善,人民群众的获得感不断增强。针对京津冀协同发展过程中出现的区域内部发展不平衡、产业结构分布不合理、区域跨界协同不充分等问题,需要深化要素市场化配置的体制机制改革,加快塑造世界级城市群基本形态;强化创新协同体制机制,更好地发挥区域中心城市主体功能与引领辐射作用;完善利益共享机制,深化区域跨界协同体制机制,加快形成优势叠加的制度合力。

Since the 18th National Congress of the Communist Party of China,the significant national strategy of coordinated development in the Beijing-Tianjin-Hebei region has achieved remarkable results. The overall strength of the region has improved, and collaborative innovation and industrial cooperation have deeply integrated. The ecological environment has been effectively improved, and the sense of gain among the people continues to grow.In view of the unbalanced development within the region, the unreasonable distribution of industrial structure, and the inadequate cross-border coordination in the process of coordinated development of the Beijing-Tianjin-Hebei region, it is necessary to deepen the market-oriented allocation system and mechanism of factors, accelerate the formation of the basic form of a world-class urban agglomeration. Strengthen the innovation coordination system and mechanism, better play the main function and leading radiation role of regional central cities. We will improve the benefit-sharing mechanism, deepen regional cross-border coordination mechanisms, and accelerate the formation of institutional synergy with overlapping advantages.
