推动公共数据汇聚利用并以此支持数字企业发展壮大是建设数字中国的重要举措。基于地级市政府实质性开放公共数据的准自然实验,利用多期双重差分模型分析公共数据开放对中国县域数字创业活跃度的整体影响、作用机制及在不同类型区域和企业层面的异质性表现,稳健的实证结果显示,公共数据开放能显著促进中国县域的数字创业,作用机制包括基建效应、信号效应和机会效应,该作用在区位条件优越、营商环境良好、经济政策不确定性低的区域更为明显,主要影响数字服务企业和数字小微企业。研究表明,公共数据开放对数字创业具有积极的促进作用,可为中国进一步发展数字经济提供强有力的新动能。
In this paper, we view substantive opening of public data by prefecture-level municipal governments as a quasi-natural experiment, and then employ a multiple time periods difference-in-differences model to analyze the overall impact and mechanism of public data opening on the activity of digital entrepreneurship in Chinese counties, as well as the heterogeneous effects on various types of regions and enterprises. Robust empirical analysis results indicate that public data openness can significantly promote digital entrepreneurship in Chinese counties. The mechanisms include infrastructure effects, signal effects, and opportunity effects. This effect is particularly pronounced in areas with superior location conditions and a favorable business environment, as well as in regions with low economic policy uncertainty. It mainly affects digital service companies and digital small and micro enterprises. This paper underscores the positive role of public data openness in promoting digital entrepreneurship, which can provide new momentum for the further development of China’s digital economy.
