依据自然资源部、住房和城乡建设部发布的政策标准，第三方体检评估已成为与自体检评估、社会满意度评价并行的运行制度。当前，第三方体检评估已在全国多地开展实践，既践行了“人民城市人民建”的核心理念，也进一步强化了公众满意度的价值导向。采用系统评价方法与人工验证相结合的方式，明确社会满意度是公共价值的集中体现，亦是第三方体检评估的核心目标导向。在此基础上，以社会满意度评价为核心逻辑，以战略三角模型为分析框架，系统构建第三方体检评估的逻辑和方法，细化目标的价值维度和实质内涵，明晰制度设计与运行机制，并结合北京城市副中心案例开展实证分析，探究第三方体检评估的技术路径，针对性提出规划实施的对策建议。

In accordance with the policy standards issued by the Ministry of Natural Resources and the Ministry of Housing and Urban-Rural Development， third-party physical examination evaluation system has been established alongside self-examination and social satisfaction evaluation. Currently， third-party physical examination evaluation has been implemented in various regions， reflecting the fundamental principle of "building a people's city by the people" and essentially strengthening the value orientation of public satisfaction. Through systematic evaluation methods and manual verification， based on core evidence and broader proof， it is concluded that social satisfaction is a concentrated reflection of public value and can serve as the core logic of third-party physical examination evaluation. On this basis， with social satisfaction evaluation as the starting point and the strategic triangle model of public value creation as the framework， the logic and methods of third-party physical examination evaluation are systematically constructed. The value dimensions and substantive content of the objectives are refined， the work positioning and "partnership" are clarified， and the technical path of third-party physical examination evaluation is empirically demonstrated through the case of the sub-center of Beijing. Finally， suggestions for planning and implementation are proposed， providing innovative thinking for the theoretical development of urban physical examination evaluation.
