Abstract

In the face of the escalating complexity of modern cities and the growing need for sophisticated governance, the efficient provision of digital infrastructure in the development of smart communities has emerged as a pivotal cornerstone for advancing the profound growth of urban areas. However, practical challenges, including inadequate data integration, intricate interest coordination, deficient information communication, and convoluted compliance procedures, have resulted in a substantial number of concealed transaction costs. These costs, in turn, impede the advancement and efficacy of smart community construction. Addressing the query of how to effectively diminish transaction costs in cooperative supply through institutional design, this study formulated a transaction cost-based analytical framework. Through a comparative analysis of three representative cases in G City and treating the collaborative supply of digital infrastructure as a systematic transactional process, the research delves into methods for reducing uncertainty in collaborative processes through institutional design involving multiple entities. Findings indicate that transaction costs in cooperative supply can be mitigated by: clarifying data sharing standards, implementing interest negotiation mechanisms, enhancing information transmission methods, and optimizing compliance rules and procedures. Consequently, this study offers a replicable and widely applicable blueprint for the construction of smart communities in other mega-cities.
