Youth in megacities are grappling with housing affordability and development crises. Through the lens of the capability approach and critically integrating welfare economics and utilitarianism, this study examines youth housing well-being in China's megacities, with policy analysis, interviews, surveys, and factor analysis. This research develops a youth housing well-being evaluative framework comprising housing capability, housing functioning, and development functioning. Housing capability underpins housing functioning, which influences development functioning, while the latter reciprocally affects the former, revealing the intricate interplay between youth housing and development. Targeted "housing-development" interventions are suggested to be devised, advocating a policy shift from material-economic-oriented to development-empowerment approaches, offering novel insights and policy instruments for the construction of youth development-oriented cities.
