In the context of digital society, China’s public crisis governance has realized the digital transformation from the perspective of multi-dimensional technology empowerment, and effectively promotes the construction of social governance community and the enhancement of national governance capacity. The practice of the “Public Crisis Technology Governance Network” in Z City shows that the crisis technology governance activates the social expression mechanism and the national information access channel with social empowerment, which not only promotes the willingness of ordinary people to participate in crisis governance, but also improves the strength of national social perception.It uses organizational empowerment to mobilize the administrative system to strengthen the state’s crisis governance capacity while breaking the traditional constraints;in order to form the cooperation mechanism between government and society with the ability of system, the state power can be re-embedded with the carrier of policy implementation while the data information service decision-making is intelligently evaluated, thus forming a two-way interactive logic between the state and society. The digital transformation of public crisis management has effectively improved the capacity of national governance and achieved the effect of promoting the participation of multiple subjects of the state and society in the construction of social governance community.
