Abstract

Research on Party-building-led spatial governance often assumes that stronger institutional intervention necessarily tends to enhance publicness, while paying insufficient attention to the unintended consequences of institutional power entering everyday life. Drawing on fieldwork on “enclosed Party-building pavilions” in N District, C City, J Province, Northeast China, this study adopts the relationship between institutional publicness and social publicness as its analytical framework to examine how the former translates into the latter and how boundaries of publicness emerge in this process. The findings show that grassroots Party organizations promote the institutionalized development of community publicness through spatial governance across three dimensions: physical space, organizational networks, and emotional identification. However, the transformation of these spaces also produces boundaries of publicness, gradually differentiating residents' positions in spatial use and public participation while narrowing the spaces' openness and multiplicity of meanings. The underlying mechanism lies in the structural tension between institutional and social publicness: the strengthening of the former is not accompanied by corresponding growth in the latter. Spatialized Party-building leadership should therefore redirect institutional resources from consolidating organizational cohesion toward fostering broader social connections, shifting from substituting institutional provision for social publicness to enabling social publicness through institutional support.
