Using data of 246 cities in China, this paper evaluated the degree of adaptation and regional differences between urban population size and basic public service expenditure according to the urban scale law. Research found that the scale and structure of basic public service expenditure in China had a significant nonlinear scaling relationship with urban population size, with the growth rate of basic public service expenditure being lower than that of population size. Based on the structure of basic public service expenditure, the growth rate of other expenditures was lower than that of populations, except for growth rate of science and technology and that of urban and rural community expenditures. There was spatial heterogeneity in the scale correction indicators of basic public service expenditure in China, with intra group differences being the main source. The expenditure on basic public services in large cities could better adapt to the population size, and there was a certain degree of diseconomy in the investment in basic public services of super large and small cities for population size. This paper could provide new ideas for optimizing the supply of basic public services in cities with different population sizes.
