聚焦中央城市工作会议精神和新型城镇化相关重大战略部署,梳理我国新型城镇化建设的阶段性成就,研究认为,党的十八大以来,我国城镇化空间格局持续优化,城市群和都市圈人口和产业加快集聚,城市综合承载力和发展质量显著提升,城市发展已由外延式扩张转向以内涵式提升为主的新阶段。在此基础上全面认识、系统阐释城市高质量发展的新方位、新使命,分别从优化现代化城市体系,以及建设创新城市、宜居城市、美丽城市、韧性城市、文明城市和智慧城市等方面提出推进城市高质量发展的重点方向与政策着力点,以期为新时代我国现代化人民城市建设和新型城镇化高质量推进提供理论参考与实践启示。

Focusing on the guiding principles of the Central Urban Work Conference and major strategic initiatives related to new-type urbanization, this study reviews the phased achievements of China’s new-type urbanization. The findings indicate that since the 18th National Congress of the Communist Party of China, China’s urban spatial structure has been continuously optimized, with accelerated agglomeration of population and industries in urban agglomerations and metropolitan areas. Meanwhile, cities’ overall carrying capacity and development quality have improved significantly, marking a transition from extensive, expansion-oriented development toward a new stage characterized by intensive, quality-oriented growth. On this basis, the study comprehensively examines and systematically elaborates the new positioning and missions of high-quality urban development. It further identifies key directions and policy priorities for promoting high-quality urban development from multiple dimensions, including optimizing the modern urban system and advancing the development of innovative, livable, green, resilient, culturally vibrant, and smart cities. This study aims to provide theoretical insights and practical implications for advancing people-centered modern cities and promoting the high-quality development of new-type urbanization in the new era.
