推动数据要素市场一体化是破解区域协同发展深层次矛盾的关键抓手。系统剖析京津冀数据要素市场一体化面临的深层困境,探寻其突破路径。通过构建“行政—技术”双重过滤模型,对数据流通过程中面临的行政壁垒与技术障碍进行类型学分析,阐释其相互交织、彼此强化的耦合机制。研究发现,行政与技术的双重过滤效应形成了“1+1>2”的叠加阻滞,这是导致市场有效供给不足、流通成本高昂等困境的根源,且该困境在不同发展阶段呈现差异化表征。破解困境需采取分阶段协同治理策略,即短期需统一标准与夯实基础设施,中期应致力于创新跨域数据治理组织与市场机制,长期则须强化立法与生态培育。

This study aims to systematically analyze the deep-seated dilemmas hindering the integration of the data factor market in the Beijing-Tianjin-Hebei region and explore effective pathways to overcome them, thereby supporting the regional coordinated development strategy. By constructing an "administrative-technical dual filtering" model, the research conducts a typological analysis of the administrative barriers and technical obstacles encountered during data circulation, elucidating their intertwined and mutually reinforcing coupling mechanism. The findings reveal that the dual filtering effect creates a synergistic blocking effect (1+1>2), which is the root cause of dilemmas such as insufficient effective supply and high circulation costs in the market. Furthermore, these dilemmas exhibit differentiated characteristics across various developmental stages. The study concludes that resolving these issues requires a phased collaborative governance strategy: short-term efforts should focus on standard unification and infrastructure consolidation; mid-term efforts should be dedicated to innovating cross-jurisdictional data governance organizations and market mechanisms; and long-term strategies must strengthen legislative support and ecosystem cultivation.
