低空经济以“低空域”为核心载体,通过空间适配深刻重塑现代城市的治理范式与运行逻辑,为韧性安全城市建设拓展新空间,增强新动能。当前,低空经济驱动韧性安全城市建设面临着制度碎片化、技术短板、安全风险、产业分散和治理滞后等空间资源错配困境。以低空经济驱动韧性安全城市建设,应以制度韧性为引领,以技术韧性为支撑,以产业韧性为核心,以社会韧性为基础,以评估反馈为保障,持续优化“韧性—安全—效益”三元平衡与迭代升级机制,加快构建城市政府、市场与社会多元共治的空间协同新格局,为现代化人民城市建设提供强大动力引擎与坚实支撑。

With "low-altitude airspace" as its core carrier, the low-altitude economy profoundly reshapes the governance paradigm and operational logic of modern cities through spatial adaptation, expanding new spaces and enhancing new driving forces for the construction of resilient and safe cities. Currently, the construction of resilient and safe cities driven by the low-altitude economy faces spatial resource mismatch challenges such as institutional fragmentation, technological shortcomings, safety risks, industrial dispersion, and governance deficits. To drive the construction of resilient and safe cities with the low-altitude economy, we should be guided by institutional resilience, supported by technological resilience, with industrial resilience as the core, and social resilience as the foundation. We should continuously optimize the ternary balance of "safety-resilience-benefits", accelerate the construction of a new spatial coordination pattern featuring multi-party co-governance among city governments, markets, and society, and provide a powerful driving engine and solid support for the construction of modern people-oriented cities.
